The work is aimed to increase the level of flight safety, improve the accuracy of automatic control systems, and fulfill the relevant tasks of UAS application efficiently. In the work the development of modern methods of construction of own high-precision modular type UAS was done on the basis of research and development of a new unified aerodynamic layout, methods of objects detection and recognition, their classification by a set of features and multi-choice classification of flight situations, modern automation systems of navigation and control, methods of substantiation of tolerable risks and safety standards of flights with the subsequent formation of the regulative and methodological base taking into account the requirements of national and international standards. The complex approach for creation and use of UAS complexes in different branches of economy and defense is proposed by applying the methodology of development of high-precision complex of small modular type UAS, processes of tuning of its component systems for the specific purpose during aviation tasks, and by development of the corresponding certification base as well. The results of the study are useful to the State Space Agency of Ukraine, State Aviation Administration of Ukraine, National Space Facilities Control And Test Center, “Ukroboronprom” Enterprises and other organizations involved in the development and production of aviation equipment and training of aviation personnel.
