GLOBALIZATION, GOVERNMENT DEBT, Public FINANCE, DECENTRALIZATION, INTEGRATION, INTERNATIONAL FINANCE The subject of research is the process of organizing public and international finances in the context of globalization and integration. The purpose of the work is to improve theoretical provisions, methodological approaches, provide practical recommendations on reforming the public finance system in Ukraine in the context of globalization using foreign experience. Research methods include methods of analysis and synthesis, systematization, correlation-regression, cluster, discriminant, taxonomic analysis, expert evaluation. It is determined that the main directions of transformation of the domestic financial system are: change of proportions between centralized and decentralized public finances; optimizing the level of budget centralization of the national product, ensuring the efficiency of taxation and budget allocations on the basis of a cluster microeconomic approach; fundamental changes in the structure and principles of the functioning of the budget system through increasing its decentralization with a clear distinction between revenues and expenditures between budgets, based on a clear separation of functions of the state between central, regional and local levels of government; reforming the system and methods of formation of the budget revenue base and financing of expenditures, establishment of real sources of budget deficit financing; development of principles and mechanisms of implementation of horizontal and vertical financial equalization, improvement of inter-budgetary relations; determination of the type of financial system organization model; structural and institutional transformations of the banking system.
