The interim report for the first stage of the work contains the theoretical basis that creates a theory of synthesis of radio engineering systems for remote sensing of the earth in the viewing area from - 15° to + 5 ° from nadir, which traditionally is not viewed from aerospace carriers. Models of the ultra-wideband signals are developed, parameters of these signals are coordinated with the radar geometry taking the aerospace carrier motion into account, the algorithm for processing of the signals recorded in the near observation zone is synthesized (the slope of the wavefront is taken into account), a structural diagram of the radio engineering system is developed and a simulation of this scheme is carried out.
