Universities are institutional units that carry out economic activity in the provision of higher education services as a core type, secondary and ancillary in other fields. Mission of HEIs as institutional units of modern market economy is considered in the study as the production and provision of higher education services in accordance with the provisions of national accounts, international and national standard statistical classifications and possible additional requirements that had been formulated by the customer in the document on execution of order (contract, deal, agreement), relevant legal acts, provisions of which are certain limits of their financial autonomy.
