The purpose of the study is formulating methodological foundations and methodical tools for modeling and forecasting interconnection innovative development of economic entities and ensuring economic security in Ukraine. The study analyzed the level of innovative activity and spending on research in GDP in 2010 and 2017 in EU countries, in some countries that are world leaders and in Ukraine. Using obtained information, a quadrilateral matrix was constructed, countries were positioned on it and further strategies for innovative actions were formulated. An empirical study of the impact of the macroeconomic environment on the entrepreneurship's innovative activity in Ukraine was conducted. It was based on the calculation of pair correlation coefficients and the log-log regression model. It is established that human capital is one of the most important factors in the innovatively oriented entrepreneurship's formation. State support instruments for the innovative development of economic entities in Ukraine at various levels (macro-, meso-, micro-levels) have been formulated. It was done taking into account industry specificities of national economic security formation.The main ones are fiscal and monetary instruments, instruments of institutional, infrastructure and regulatory support, and also, tools, of supporting the development of startup culture in the educational environment. The mechanism of state stimulation of innovative processes on the example of energy-efficient technologies in the context of national economic security ensuring has been developed.
