The subject of the research is theoretical and methodological bases of substantiation of the ecological paradigm of national economy, mechanisms and tools of ecological management in the modern paradigm of the welfare state. The aim is to develop theoretical and methodological provisions to substantiate the new paradigm of welfare states development in the context of greening, within which the conceptual foundations of socio-economic policy require new theoretical and practical support. Research methods - historical, logical, comparative, cluster analysis, as well as correlation and regression methods of statistical analysis. Results and their novelty - the inadequacy of traditional concepts of welfare state development and socio-economic situation has been proved; the role of ecological culture in the formation of a new paradigm of the welfare state is substantiated; stages of development of welfare states are analyzed, with the emphasis on the period of focus on sustainable development goals and the environmental component of economic progress; the role of the Kuznets ecological curve in the transformation of ideas about the importance of public good "quality environment" is substantiated; the guidelines for the development of the welfare state, taking into account the environmental factor; the classification of welfare states according to the criteria of quality of institutes and ecology; the uber-centric approach to the environmental dimension of the welfare state is substantiated; the impact of public policy quality and values ​​on environmental well-being has been analyzed; the impact of the resource curse on the quality of institutions has been analyzed; the vectors of the welfare state development taking into account the ecological factor are proposed.
