The purpose of the study is to deepen the theoretical foundations of managing the finances of territorial communities, to clarify the problems of formation, distribution and use of financial resources of cities, towns and villages, as well as to formulate effective methods of managing the finances at the local level in terms of budget decentralization. Research Methods - In the process of exploring the theoretical aspects of the formation and use of local government financial resources, methods of scientific abstraction, systematic assessment, deduction and induction were used. The analysis of the practice of managing the finances of territorial communities was carried out using the positive method of investigation of the facts, phenomena and realities of practice and economic-statistical methods and techniques. The methodological basis of the research work is the dialectical method of scientific knowledge and a systematic approach to studying the problems of managing the finances of territorial communities in terms of budget decentralization. The generalized scientific result of the work is the development of an innovative package of author's reference materials for improving the efficiency of financial management of territorial communities; scientifically sound recommendations on methods of managing the finances of territorial communities in the context of budgetary decentralization. The practical significance of the results of the research lies in the possibility of using the obtained results in the system of public administration, local self-government bodies, public associations and other subjects of state-making processes in Ukraine.
