The forces of resonance states for proton energies Ep = 1.0-3.0 MeV are determined. Magnetic dipole resonance (MDR) has been identified on the ground and first excited states in the nuclei of the sd-shell. The position of the MDR on the excited state coincides with the Brink-Axel hypothesis provided for nuclei located at the beginning of a subshell and differs by 3 MeV for nuclei with an almost filled inner shell. The total power of the MDR in the first excited state does not correspond to the force obtained from the Kurat sum rule, which may be associated with an increase in the role of collective motion in the structure of excited states. The calculated energy dependence of the radiation force functions (RSF) can serve to further study the mechanism of its formation in wider regions of excitation energies and to plan experimental studies for other nuclei. The calculated and experimental data about cross-sections for the radiative capture of low-energy protons by the nuclei of the pf shell and the RSF data can be used in calculating the intensity of gamma radiation in nuclear power plants, and in the burial and disposal of radioactive waste.
