The subject of the study is theoretical, methodological and applied background to the comprehensive assessment of the economic potential of forest resource utilization. The aim of the work is to develop scientific and practical guidelines for determining the economic capacity of forest resources based on their comprehensive assessment. Research methods include the study of regulatory legal documents, the use of a wide range of regulatory information, economic analysis of production and financial activities of enterprises, statistical processing of materials, the use of economic and mathematical methods. The methodological toolkit on the comprehensive economic assessment of forest resources was developed and tested at all levels of forest management (forest fund): subcompartment – compartment – forestry – forest enterprise – region. For the first time, an information and analytical database was developed for a comprehensive monetary assessment of economically available forest resources in certain regions of the country in the form of sampling of forest mensuration characteristics and estimated cost indicators. Scientific and Practical Guidelines for Assessing the Efficiency of Forest Resources Based on a Comprehensive Determination of Their Potential by Regions were developed. The Guidelines define a methodological toolkit and provide practical guidance on a monetary valuation by types of forest resources at the level of forest plots, enterprises, and regions of Ukraine. At appropriate levels of forest management, this allows obtaining the necessary resource-value information about a certain type of forest resources (or their range) for making informed management decisions at local, regional and state levels.
