The purpose of the study is to identify the risks of budgetary decentralization in shaping the financial and economic potential of the Carpathian region's territorial communities and to substantiate the directions of improving the tools of intergovernmental budgetary relations in terms of achieving their financial capacity. Research methods - general scientific (dialectical method of cognition, scientific induction and deduction, method of comparison and synthesis, system analysis) and special methods (functional, situational); methods of analysis, synthesis, observation, economic and mathematical modeling of economic phenomena and processes. The theoretical and methodological foundations of managing the own financial and economic potential of territorial communities under the conditions of decentralization of powers and reforming the system of intergovernmental budgetary relations have been deepened. The risks of budgetary decentralization to form the financial and economic potential of territorial communities have been systematized. The classification of risks according to the following features is made: the level of occurrence (state, regional, local); coverage (political, economic, financial, social, cultural); cause (incompetence, lack of information, lack of knowledge of staff); the degree of validity (systemic, non-systemic); belonging to the object (internal, external). This made it possible to develop tools for leveling them and to anticipate the possible negative aspects of the manifestation of budgetary decentralization in the formation of capable territorial communities and their development.
