The object of research is the complex of observation of the Ukrainian aircraft under the Treaty on Open Skies (TOS). The subject of research is the technology of complex modernization and the method of certification of Ukrainian aircraft for observation of TOS. The purpose of the work is to develop a scientific and methodological support for the modernization of the Ukrainian observation aircraft and to carry out its international certification according to the TOS requirements. Research methods - technical, economic and qualitative-cost analysis, optimization of processes and systems, modeling of optical images formation processes, optical and spectral analysis. Basic Equipment - Parrot Bebop Pro Thermal Aerial System with FLIR One Pro Dual Band Digital Camera; precision FieldSpec3FR field spectrometer. The main provisions of the TOS are presented and aviation observation complexes of the states parties to the Treaty are considered. The modern tendencies in the development of aircraft-technical means of realization of TOS are analyzed. Estimation methods of achievable tactical and technical characteristics of the TOS observation complex have been developed and experimentally tested. The modernization technology for digital observation aircraft complex of Ukraine for TOS is developed and described. The technology of certification tests for the Ukrainian observation aircraft for TOS is developed and described. The experimental studies results of physical models and elements of the digital observation complex are presented.
