The purpose of the work is the formation and implementation of management methods at the macro and macro levels. Research methods - synthesis, analysis, logical generalization, comparison, grouping, statistical analysis, graphical methods. Results and their novelty: the interdependence of environmental changes and the specifics of the activity of the management entities were determined, which allowed to determine the optimal variant of an effective management system; the concept of managing a business entity, the economy of the country on the basis of the cybernetic approach, which, unlike the classical one, defines a fundamentally different organizational and economic management mechanism - a certain system of self-regulation with high economic results; strategies for change management were formed, which made it possible to make the right strategic decision regarding the directions of development of economic entities and the country's economy in the conditions of changing macro and microenvironment. The main results of the research work were implemented and used in the educational process, while teaching elective courses; in training of highly qualified personnel; when conducting trainings for civil servants; in production, when testing results in the activities of economic entities of different ownership. Economic and social effects were obtained. The importance of the work lies in the improvement of methods for the formation of a management system that will allow management to use resources to maximize economic impact; developing a conceptual approach to managing entities that will respond in a timely manner to changes in the environment and enhance their competitiveness; improving the methodological approach to change management that will allow management to adapt to changing operating conditions.
