The questions of unity and delineation of natural-scientific and socio-humanitarian knowledge are considered. The development of innovation from the point of view of the process of cognition is considered. A heuristic algorithm is proposed, based on which it is possible to provide a controlled transformation of any innovation from a “thing in itself” to a “thing for us”. It is shown that the possibilities of real national innovation systems that exist in countries of the world are always limited in terms of their ability to provide both fundamental and applied scientific research. Overcoming these limitations in the field of scientific research is realized through the creation of international strategic alliances, with the help of which it is possible to effectively support even those scientific research that one country is not able to support.
