A new statistical interpretation of nuclear collective states in excited rare earth and actinide nuclei is proposed. For the first time, a simple one-parameter formula for the analysis of for the nearest neighboring spacing distributions in a linear approximation to the repulsion density is derived, which allows to estimate separately the contributions of chaos and order.
