A technique for restoring the parameters of ionospheric inhomogeneities by simultaneous measurements of parameters of the HF signals on the receiver network and the TEC variations according to the data of permanent GNSS stations has been developed. Algorithms and software have been created and implemented for calculating the global maps of critical frequencies of the ionosphere foF2 and their depression compared to the median value for the previous 30 days. The proposals on the development of coherent sounding systems of the ionosphere in Ukraine as the elements of the National space weather service and Subsatellite system for ionospheric monitoring are prepared. It is proposed to deploy four complexes with the distances between them within 400...1000 km. Monitoring of ionospheric disturbances over Ukraine is carried out using techniques of vertical and multi-position HF coherent sounding. The data incoherent scattering radar of Kharkiv is jointly used time-to-time with the data of HF multi-position monitoring. The operation of the Low-frequency observatory of the IRA NAS of Ukraine as an element of the Subsatellite system for ionospheric monitoring and the National space weather service is provided.
