Subject of research: theory, methodology, methodology and organizational conditions for ensuring the effective functioning and development of regional socio-cultural sphere as a guarantee of national security of Ukraine. The purpose of the work is to scientifically substantiate the theoretical, methodological, organizational principles and comprehensive study of the regional socio-cultural sphere in the context of decentralization in order to prevent real and potential internal threats to the national security of Ukraine by developing a strategy for the effective functioning and development of regional socio-cultural environment. Research methods - general theoretical methods of cognition of social phenomena and processes (analysis, synthesis, induction, deduction, typologization, modeling, extrapolation, operationalization, interpretation, abstraction, generalization and synergy, methods of logico-historical, systemic, comparative and structural and functional) sociological methods of obtaining empirical data (document analysis, observations, sociological survey, expert evaluation). In the course of the research the theoretical and methodological and organizational foundations of the interdisciplinary approach of the available and potentially possible phenomena, factors that threaten vital national interests in the socio-cultural sphere are determined; the content and specificity of the threats to the national security of the socio-cultural country are determined; methodological and organizational bases for complex diagnostics of socio-cultural indicators of the level of ensuring national security of functioning of the regional society have been developed. A functional model for managing the sociocultural development of a regional society under decentralization conditions has been developed.
