first: - a risk management technique is proposed based on a risk management culture and contains the following components: risk identification; analysis and their prioritization; risk minimization and reporting; monitoring and viewing;- using the SWOT analysis method, strengths and weaknesses, threats and opportunities for the introduction of smart metering in urban passenger transport are highlighted based on the integration of smart innovations, information technologies and marketing tools from the perspective of innovations by carriers and the population (students, 25 -40 years old, pensioners (beneficiaries), tourists);- the elements of a management plan for reducing the negative perception of innovations by the authorities, carriers and the population are structured, which are based on a set of economic, organizational, budgetary and marketing measures;- using the questionnaire method, it is proposed to monitor the shortcomings of the introduction of the smart metering system in urban passenger transport to improve either the economic, technical or organizational side of innovation; improved by: - a model of the circle of possible risks when introducing a smart accounting system in public urban public transport; - systematization of factors that determine the characteristics of the consumption of passenger transportation services, allowing modelling the behaviour of individual consumer groups and developing appropriate measures to neutralize the negative perception of innovations; - communication policy as a tool to counteract the negative attitude of innovation by students, as a group of consumers of passenger transportation services; - Features of the implementation of personnel work at carrier enterprises to increase the level of positive perception of innovations by personnel and the development of an internal innovation culture, which will accelerate the integration of these entities to update the market for passenger transportation services.
