The purpose of the work is to work out a system of indicators and indicators for defining the standards of safety and well-being of the child and to develop scientifically sound recommendations for the creation of an appropriate system of indicators and indicators for defining the standards of safety and well-being of the child in the context of reforming the institutional care and upbringing system. The methodological basis of the study is the provisions of national legislation in the field of protection and protection of the rights of the child, as well as international documents, the work of domestic and foreign scientists and organizations on the formation and implementation of standards of safety and well-being of the child. Research methods include the following general scientific and special methods of scientific knowledge: analysis and synthesis, abstract-logical, comparative-economic, systematic approach, statistical analysis, expert evaluation, etc. The practical value of the work lies in the possibility of using its results in the development of national standards for the safety and well-being of the child, as well as in the implementation of legislative documents on the protection of the rights of the child. The results of the study can be used by the Ministry of Social Policy of Ukraine to implement legislative documents on the protection of the rights of the child, in particular in the implementation of the Action Plan for the implementation of the National Human Rights Strategy for the period up to 2020, the National Social Program “National Action Plan for the Implementation of the UN Convention rights of the child ”for the period up to 2021 and the National Strategy for the Reform of the Institutional Care and Child Care System for 2017-2026.
