The purpose of the work is research, analysis and development of technological models of organization of intellectual access to scientific electronic library-information resources. The development of smart library technology tools is focused on usage in the modern web environment. The integration of electronic information resources of VNLU into modern digital communication, development of electronic research infrastructure of Ukraine. The research of introduction of semantic web technologies in library information activity, influence of changes in digital scientific communication on the activity of scientific libraries, tendencies in the formation of consolidated intellectual electronic resources, the newest approaches to library information service is conducted. The implementation of the developed models and technological solutions resulted in the improvement of the information architecture and the provision of intelligent access means to the integrated national scientific electronic resources: Ukrainica, scientific publications, scientific professional publications, abstract information, national bibliography, problem-oriented library databases by branch of knowledge in priority scientific and national-cultural areas; development of new forms of online e-library service targeted at the scientific audience of users. Collective monograph "Semantic Technologies in the Scientific Library", annotated abstract review "Library and Electronic Scientific Communication", a series of articles in professional scientific publications have been published, development and conduction of specialized databases, service support users with electronic information resources, management and placement of materials on the VNLU web portal have been carried out.
