The object of study is the regulatory and methodological base for the activity of scientific libraries in accordance with international standards. The purpose of the work is to develop theoretical and methodological foundations and methodological tools for the implementation of international normative documents in the activity of scientific libraries; making recommendations on optimization of the intellectual property regulatory framework for scientific libraries in accordance with European and international standards. The results of the research and recommendations presented in the report, both at the theoretical and scientific levels, contribute to the development of a system of measures for the development of the regulatory and methodological base and the introduction of international standards for library and information activities in Ukraine, aimed at deepening the processes of informatization and activation in this context. activity of library institutions as important centers of scientific and information support for the development of Ukrainian society, improving the efficiency of formation and use national and global information space. Theoretical, methodological and applied decisions have been made regarding the harmonization of national standards in the field of library and information activities and protection of intellectual property with international normative documents. The creation and development of a system of interrelated organizational-managerial and scientific-methodological measures in national standardization, which ensure deepening of integration processes and interaction of educational, scientific and cultural institutions in the directions of formation of consolidated library-information resources, are substantiated; improvement of complex library and information services; ensuring the protection of the intellectual property of the scientific library, which is of particular importance in the context of the digitalization of society.
