The purpose of the work is to substantiate and empirically confirm the effectiveness of the formation in Ukraine of such a system of environmental taxes, which have a significant and direct impact on environmental, economic and energy security as components of national security and the construction of individual trajectories of implementation of these taxes. The study used such methods as logical-historical, scientific abstraction, induction and deduction, analysis and synthesis, system-structural analysis, multivariate regression and correlation analysis, panel regression analysis, time series analysis, factor analysis, Cronbach's alpha method, Brown-Mayer method. Environmental tax reforms are typologized. The list of macroeconomic preconditions that determine the effectiveness of environmental tax reforms is substantiated. The effectiveness of the fiscal and regulatory functions of the environmental tax in Ukraine has been evaluated. Integral indicators of environmental, economic and energy security levels have been formalized; a composite index is developed, its level is estimated and forecast for Ukraine for the period up to 2025.
