 The primary purpose of work was research of basic problems administrative legal providing of activity of organs of public administration in Ukraine taking into account the processes of updating of Constitution and decentralization of executive power. One of major directions of Ukrainian creation of the state in modern terms there is guaranteeing, providing and protection of rights for citizens in relationships with the organs of public administration in the conditions of decentralization of executive power. Research and illumination administratively of legal problems of relations of citizens with the organs of public administration in the conditions of decentralization of executive power it follows to mark as an important task of science of administrative law and state administration that allowed to define the basic ways of improvement of legislation in this sphere.
