According to the results of the research, a generalized model of the system of training of scientific and pedagogical personnel was developed. The peculiarities of the training of scientific and scientific-pedagogical personnel and their certification in the new system of normative legal and legislative acts are conducted. In the system of preparation of applicants for higher education, the collection and processing of sectoral information was carried out, which ensured the formation of the draft state order indicators (admission, issue) for the 2019/2020 academic year.
