 Object of study: the process of transport and logistics clusters (TLC) formation in Ukraine. Purpose of the research: development of conceptual and methodological recommendations and strategic decisions on the formation of innovative type TLC in Ukraine. Research methods: methods of structural-analytical, system-comparative, comparative statistical, tabular, graphical, matrix, retrospective, strategic and economic-mathematical analysis; structural and operational decomposition; scenario modeling. Theoretical and practical results: the strategic role and features of the cluster model of innovative development of the national economy are showed; generalized best practices in the cluster economy; conducted a logistic audit of the preconditions for the TLC formation; the structure and algorithm of forming the innovative model of TLC are substantiated; a mechanism for ensuring effective partnerships between TLC entities is proposed; the methodology for evaluating the effectiveness of innovative type TLC is recommended. for the first time: the nesessity to consider clusters as an effective model of public-private partnership and an innovative organizational form of managing perfect supply chains is proved; structural decomposition of the innovative model of TLC formation and development in Ukraine is proposed; improved: theoretical and methodological bases of national transport-logistics system formation with cluster-innovative approach; a mechanism for ensuring effective partnerships between TLC entities; were further developed: conceptual bases of formation of TLC of innovative type; methodology for assessing the effectiveness of TLC based on clarifying the essence and methods of assessing the synergistic effect of the cluster structures functioning. Degree of implementation: in the educational process; concidered in the formation of the National Transport Strategy of Ukraine for the period up to 2030.Sphere of application: economics, logistics, supply chain management
