Research methods: system analysis, qualitative analysis, graphical, logical analysis and synthesis, calculation methods, forecasting, logical-dialectical cognition. Theoretical results - development of methodological bases of community development management with the use of municipal management technologies on the basis of ecology and taking into account the principles of a reasonable community. Practical results - the possibility of using the developed recommendations to improve the efficiency of management of local governments to ensure the development of OTG. Scientifically substantiated recommendations and methods have been developed: substantiated measures to improve the level and quality of life of community residents, promote employment and self-employment; developed recommendations for creating favorable conditions for economic development, investment activities; the mechanism of protection and preservation of the environment, providing a set of measures aimed at improving the health care, education, culture, spirituality and consciousness of residents; proposed ways to mitigate the effects of negative factors on community development through the implementation of an appropriate set of measures, taking into account the principles of a reasonable community and the principles of ecology.
