The purpose of the study: the analysis of rural areas during the transition to a decentralized system of social organization and substantiation of proposals on the strengthening of rural people's inclusiveness in the processes of economic growth, social protection, and institutional rural development. Study results: the interpretation of inclusive rural development is proposed; the definition of inclusive rural development the result of which is overcoming the economic, social, and political exclusion of rural people is given; social and economic development aspects of the rural economy, agriculture, and rural society were assessed in terms of inclusiveness; theoretical and methodological approaches to measuring the level of inclusiveness of rural development based on the use of a two-dimensional matrix of indicators consisting of three sectoral planes (political, social, and economic) and three dimensions of inclusiveness/inequality (in terms of accessibility, quality, and distribution of public goods and services) are proposed; the subintegral and integral indices of inclusive rural development based on 9 groups of indicators are determined, the directions to increase their levels are substantiated. The need and conditions of the transition to the inclusive rural development in Ukraine are substantiated, its driving forces are defined; methodological approaches to increasing the political inclusion of rural people by strengthening their ability to participate in the processes of solution development and decision-making at all levels using the potential of the UN Declaration (2018).
