Research methods - analysis and synthesis; observations, measurements; methods and techniques of formal logic; comparative and coefficient analysis, structural and functional analysis, system analysis and others. The results of scientific research are given, taking into account the development trends of the Higher educational institutions of Ukraine, they solve urgent issues of forming strategic guidelines for their development. As a result of researches the conceptual bases of planning of development of HEI as a basis of formation of strategy of its development, strategic imperatives of planning of development of higher educational institutions are substantiated. The use of key performance indicators (KPI) in the strategic management of free economic zones is proposed. The peculiarities of the use of SWOT methods of SWOT-analysis as an effective tool for responding to changes in the environment in terms of providing educational services and international activities are studied. The importance of marketing strategy for the effective operation of higher education institutions is determined; the marketing, economic and managerial aspects of competitiveness and effective activity of IFNTUOG are substantiated; ways of formation of marketing strategy are offered. The existing methodological approaches to calculating the cost of educational services is analyzed and based on this the most important elements of the system of calculating the cost of paid educational services is outlined. Observed results are characterized by scientific novelty and practical value that allow to propose the way of addressing the main problems as well as securing the processes of managing the Higher educational institution.
