The purpose of the work is theoretical and methodological substantiation of problems of development of public administration in Ukraine and development of measures for their solution. The following general and special methods were used in the research process: generalization, logic, synthesis, analysis; system analysis, comparison, modeling, etc. Based on the results of the scientific substantiation of the theoretical and methodological aspects of public administration in the regions of Ukraine, the main problems during the decentralization reform are identified and key areas for solving these problems are proposed. The list of components and indicators of analysis of socio-economic development of united territorial communities, which take into account the peculiarities of resources and infrastructure of these communities and allow better and fuller consideration of major changes in the socio-economic system occurring during the analysis period. The main results of the study are implemented in the educational process of KhNEU. S. Kuznets in the disciplines "Introduction to Public Administration" and "E-Government" and accepted for implementation in the development of the Strategy of Economic and Social Development of the Kharkiv region in the Research Center for Industrial Development of the NAS of Ukraine.
