The purpose of the work is a substantiation of the need to take into account the indicator of a financial stability in assessing the level of a financial condition of an enterprise; use of the method of expert evaluations at conducting intuitive and logical analysis of the problem with the quantitative evaluation of opinions and formal processing of results. As a result of the studies carried out, the need to take into account the indicator of a financial stability in assessing the level of a financial condition of the enterprise was substantiated; the algorithm of methodology of an application of a method of expert estimations for the decision of debatable questions in system of public health services was offered, namely: an expediency of an introduction of a system of monitoring of a state of health of the population at the level of primary medical care.
