The high clinical efficiency of the use of blood products has led to a growing demand for blood in most medical institutions, so there is a constant shortage of blood with proper safety and quality. Blood is a strategic resource for state security. In Ukraine, there is a Strategy for the development of the national blood system until 2022 and approval of an action plan for its implementation. The current regulatory system in the current legislation on blood donation and its components needs to be substantially changed in order to implement the EU Directives on blood safety, to implement the provisions of the EU-Ukraine Association Agreement, to bring them in line with international standards in blood safety and quality. its components, as well as the provision of services for transfusion of blood components in modern medical institutions. The current public blood service is a strategic area of health care, so control over blood donation and its components should remain under the regulation and control of the state, because only in this case it will be possible to cover all aspects of the blood system in Ukraine. The state strategy for the development of blood donation and its components, as well as the provision of blood component transfusion services is socially significant, based on the principles of voluntary donor services, donor and recipient anonymity, donor charity and non-profitability of blood component transfusion services. Meanwhile, some provisions of the changes that are envisaged do not fully meet these objectives, and increase the danger of the state. The question of involving more people in the donor function is questionable.
