The object of the study is the process of government regulation of purchases of construction products for public use. The subject of the research is theoretical, methodological and applied principles of improvement of the public procurement system implemented for the implementation of investment programs. Lack of resources needed to carry out investment programs, caused by chronic deficits of the state budget, slowing down of local finance reforms, low investment attractiveness of the national economy, complicates not only the renewal of real capital, but also maintaining it in working order, which is, in particular, extremely important for the purchase of buildings works. Equally important are the problems of controlling the targeted use of investment resources. Summarizing the global experience of macroeconomic regulation of investment programs indicates that the priority areas for improvement should be the system of public procurement and the introduction of information technology to control financial flows at all stages of the implementation of investment programs.
