In the report, the processes of formation and implementation of ‘smart specialization’ in developed countries, primarily in the EU states are considered; the content and substance of the main criteria for identifying areas of "smart specialization" are proposed; the most important indicators of ‘smart specialization’ and innovation are checked; their compliance of domestic indicators with international standards, including EU standards are reviewed; changes to the existing system of innovation statistics in accordance with updated international standards in this area are proposed; theoretical and methodological tools to assess the level of "smart specialization" in various sectors of the economy of Ukraine are proposed. An in-depth analysis of the state of affairs in the Ukrainian economy from the standpoint of "smart specialization" is conducted; specific approaches to the assessment and monitoring of smart specialization, including recommendations for the application of certain measures are proposed. Special attention is paid to the problems of harmonization of innovation policy measures and the policy of implementation of "smart specialization".
