The expediency of application and methods of empirical history and historical regionalism, comparative analysis as bases of research of coevolution of political and economic processes of national, regional and global levels are substantiated. The scientific bases of elaboration of the state strategy of international cooperation are deepened, taking into account the previous trajectory of development, national priorities and institutional determinants of the external environment. There have been identified the historical and economic factors which have determined the modern place of the national economy in the system of the international division of labour and the competitive position of Ukraine in world commodity markets. The historical factors of Ukraine's transformation into a country-exporter of labour resources for world labour markets are substantiated. The theoretical foundations of the study of foreign economic relations as a factor of institutional dynamics and structural transformations of the national economy have been improved.
