The purpose of the work is development of scientific methodological approach and practical tools for planning and implementing financial policy aimed at ensuring and regulating the sustainable development of the combined territorial communities in Ukraine. Methodological principles of scientific work are the fundamental provisions of state and local finance, state regulation of the economy, modern concepts of local socio-economic development, as well as scientific papers on the formation and implementation of financial policy of local development. This stage of the scientific project was devoted to monitoring and evaluating methodological approaches to the formation of financial policy for sustainable local development, assessing the impact of decentralization on modern financial policy in UTCs, as well as disseminating information on research and development among stakeholders. Based on the results of the work, methodological approaches to assessing the financial capacity of UTCs were developed; an integrated methodology for determining the priorities of local government financial policy based on self-evaluation of sustainable development of territorial communities was developed; software for using this technique based on Exel spreadsheets has been developed; educational approaches to sustainable local development are formed, and also approaches to use of financial equalization in system of interbudgetary relations are formed. Dissemination of the project results was ensured through the preparation of relevant publications in specialized professional publications and speeches at national and international conferences and professional forums.
