This problem can be solved using new management methods. One of the effective ways to increase the use of channels and connecting lines in telecommunications networks in changing conditions is the dynamic distribution of information flows, which provides adaptation of the distribution plan of information transmission paths: the order of their choice when connecting between network nodes to the conditions that change on the network (local congestion in certain areas or sections of the network, damage to channels or their bundles, failure of individual nodes, etc.), allows you to most efficiently use currently available resources and thus minimize call losses on networks channel switching and delay in the transmission of messages or packets. Thus, in order to effectively perform their functions, both existing and future networks need an effective management system, so it is extremely important to provide a scientifically sound approach to the design, planning, development and operation of the management system.
