Glushkov Institute of Cybernetics of National Academy of Sciences of Ukraine popup.description2 The purpose of Stage №1 "Problem Orientation of Basic Cognitive Information Technology (BCIT)" is to expand its functionality to those required under the Project "Transdisciplinary Intelligent Information and Analytical System for Support of Pandemic Rehabilitation Processes (TISP)". In accordance with it, two tasks were performed: 1) Strategy for expanding the functionality of BCIT and 2) Development of service-oriented architecture TISP. The methodology of ontological engineering and service-oriented approach to cognitive information-analytical systems are applied, in particular the functional possibilities of BCIT on semantic analysis, structuring and classification of information necessary for processing of initial data and documents, support of processes of interaction of rehabilitation teams and patients, estimation of the rehabilitation results, forecasting and making optimal decisions. As a result of the work on Stage №1, rehabilitation specialists conducted a detailed analysis of the state of rehabilitation in Ukraine, based on global trends, legislation in Ukraine and their own experience. This allowed us to formulate the initial requirements for the TISP system.
