The purpose of the work is to develop tools for planning underground infrastructure to minimize environmental and man-made risks of urban space on the basis of system methodology. Research methods: system methodology, which includes a modified method of morphological analysis, scenario analysis, fractal analysis, cognitive modeling methodology and their adaptation to urban problems, as well as methods of spatial planning and engineering geology. The result is the definition of groups of influencing factors and risk groups, substantiation of the ranges of their variability in urban space and geological environment, formalized links of structural-functional, engineering-geological and man-made factors with groups of ecological and man-made risks; morphological model of underground infrastructure development, morphological tables, matrices of relationships, calculated estimates and weights of alternatives, diagrams of environmental and man-made risks, estimates of their probability and magnitude of losses, space, developed scenarios for planning the development of underground tunnel construction.
