The subject of the study is the processes of maintaining the required level of fiscal and monetary security of the national economy, taking into account the criterion of financial sovereignty of the country in the face of negative impacts and global consequences of the COVID-19 pandemic. The purpose of the first stage of the project is to substantiate the conceptual foundations of the study of fiscal and monetary security of the national economy, taking into account global challenges and threats in the context of the COVID-19 pandemic. Research methods: analysis and synthesis, structural approach, functional approach, economic and statistical methods, expert assessments, contextual analysis, forecast assessments, international comparisons, etc. Results and their novelty: conceptual bases of research of fiscal and monetary security of national economy, qualitative characteristics and quantitative indicators of fiscal and monetary security of national economy are substantiated, the role of social trust in institutes of fiscal and monetary power is revealed, threats to financial sovereignty and identity are identified, methodological approaches to avoid information asymmetry in assessing the impact of the COVID-19 pandemic on indicators of sustainable development are substantiated. Proposals for amendments to the Law of Ukraine "On National Security" have been developed. Ensuring a sufficient level of fiscal and monetary security requires coordinated changes in fiscal and monetary policy to overcome the negative effects of the COVID-19 pandemic and the recession of the national economy.
