Proposed direct and indirect institutional tools for water protection, the action of which is based on the formation of comprehensive solutions to stimulate the best available technologies and the formation of information and analytical support for the validity of evidence of harm. Sources of pollution and mechanisms of reduction of their volumes are systematized. The structural-functional system of ecological research of resource potential of the marine environment on the basis of its structural-functional organization is developed. An algorithm for the formation of information and analytical support, which is structured into subsystems of analysis-accumulation-decision-making; the division into elements of external and internal influence is carried out; the decomposition of technical and technological capabilities of the navy (passenger, commercial, military) is substantiated, its correlation with the types and sources of pollution is formed. Conceptual bases of improvement of institutional maintenance of nature protection measures of preservation of natural resource potential of seas are developed.
