It is shown that in conditions of political and economic instability, weak coordination at the governmental level, lack or unclear targeting of certain institutions of public administration, lack of budget funding and, to some extent, due to the loss of regional governance, the practice of development and, most importantly, successful implementation state long-term and medium-term plans for socio-economic development of the country, as well as national targeted economic and scientific and technical programs, is finished. It is shown that instead of strategic planning and programming of certain directions of economic development on a methodologically sound and methodically provided basis, there is the practice of substituting such work by forming only certain conceptual visions. Methodologically, strategic planning tools are not developed, improved, or regulated by law. The use of only variant forecast calculations of the country's development at the macroeconomic and sectoral levels does not ensure the adoption of resource-balanced decisions, weakens the coordination of their implementation and responsibility for the results obtained. It is shown that in the absence of a renewed state investment policy in Ukraine there has been an unjustified narrowing of the state's activities to attract investment in industrial development, mainly to take measures to use foreign sources. At the policy level, little attention is paid to creating mechanisms to expand access to domestic investment resources.
