The object of research - functional types of territories and mechanisms to stimulate their economic activity. The purpose of the study is to develop methodological approaches to the identification of problem areas of different types based on European practice, determination of problems of their socio-economic development. The problems of implementation of the State Strategy of Regional Development for 2021-2027 in terms of introducing a functional typology of territories, in particular the identification of territories for each functional type, criteria for determining the problem / non-problem areas, a clear list of territories that can be classified. Methodological bases for identification of functional types of territories (8 functional types) have been developed, which take into account methodological approaches of European regional policy and are aimed at maximum harmonization of the national statistical system with European norms and standards. This will enable the practical implementation of the principles and tools of selective stimulation of the development of territories of different functional types.
