The purpose of the work is to scientifically and theoretically substantiate the recommendations for the implementation of conceptual documents of strategic and defense planning. The research is based on the principles of a systematic approach and conducted using methods of analysis, synthesis, comparison, generalization, in particular: analysis of theoretical and methodological foundations of defense management and implementation of conceptual documents of strategic and defense planning, domestic experience and experience of NATO member states. in the defense sphere; methodical approaches to the formation of the model of defense management are studied; developed a model of defense management in order to implement the conceptual documents of strategic and defense planning. The scientific novelty of the first stage of work is: analysis of theoretical and methodological foundations of defense management and implementation of conceptual documents of strategic and defense planning; developing a model of defense management of the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the defense forces, taking into account the domestic experience and the experience of NATO member states.
