In this case, the damage is correlated with the cyclic fracture toughness of steel. On this basis, a new concept of wheel steels production is proposed. According to this concept the new steels with reduced carbon content are needed to increase the austenitization temperature (that reduce the tendency to martensitic transformation), as well as increase fatigue crack resistance (which determines crack formation on the tread surface). Evaluation of the chemical composition and structural-phase state influence of developed steels on their efficiency should be carried out on the basis of the proposed set of mechanical characteristics, in particular, diagrams of structural strength and operational reliability and also structural strength parameter of materials. It is established that complex alloyed steels with a combination of solid solution and precipitation hardening have the optimal combination of strength fatigue crack characteristics and wear and damage resistance. Steel with solid solution (~ 1% Si, ~ 1% Mn) and precipitation ([V‧N] = 0,0020… 0,0025%) hardening at reduced carbon content (0.52… 0.53%) is recommended for next industrial inspection.
