The priority directions of state regulation of social and economic development of regions in the context of European integration processes are analyzed and effective tools for fruitful cooperation in ensuring sustainable regional development are proposed. A model for assessing digital governance at the territorial community level is developed and tested; the state of digital transformation at the local level is analyzed on the example of Vinnytsia city united territorial community. It is proved that the use of the method provides validity of comparisons: it allows to make methodologically correct comparisons according to the integral index, as well as its components.
