 The best foreign experience on the principles, methodological and practical approaches to assessing the consequences of regulatory decisions in the field of tariff policy in the transport and energy sectors through the prism of the effectiveness of state regulation and substantiates its feasibility in the formation of markets for energy resources and transport services. It is proved that the legally established principles of regulatory policy in general and in the field of tariff policy in the energy and transport sectors, in particular, need to be revised and modernized, which will optimize the ARV institution and implement methodological approaches to assessing the impact of regulatory decisions on society. best global practice, and minimize the risks of decision-making in the interests of certain stakeholders. Necessity is substantiated and the algorithm of optimization of the mechanism of the analysis of influence of the regulatory act (ARV) is offered, the system of indicators for an estimation of significance of projects of regulatory acts at implementation of selection of projects for carrying out ARV according to the simplified or full (classical) models is developed. Proposals have been developed for the further development of regulatory and methodological support for the implementation of the main provisions of the European concept of "reasonable regulation" in Ukraine. The peculiarities of the influence of regulatory decisions in the field of tariff policy on freight rail transportation on the main shippers, groups of goods which occupy the largest share in the structure of domestic, export, import and transit freight JSC "Ukrzaliznytsia".
