The aim of the project is to substantiate and develop an organizational and economic mechanism for managing the budget of the united territorial community in the context of decentralization of state power. The following methods were used in the research: analysis and synthesis, scientific abstraction, complex analysis, normative analysis, synergetic approach to the system of budget analysis at the local level in the united territorial communities. The systematization of theoretical and methodological scientific provisions of the financial management system is carried out. New theoretical provisions concerning the formation of institutional, organizational, legal and financial and economic mechanisms for managing the development of territorial communities are substantiated. The definition of the organizational and economic mechanism of budget management of the united territorial communities is given. The results of the research were introduced into the educational process when teaching the general short-term training program "Strategic Management and Planning", approved by the National Agency of Ukraine for Civil Service and when preparing the Plan of socio-economic development Slobozhanska OTG Zmiiv district of Kharkiv region.
