The methodology, hardware and software during measurements of parameters of the E region of the ionosphere using the IS technique are developed. Modernization of IS radar facility, development and improvement of algorithms and programs for processing measurement data allowed to expand the capabilities of the radar and increase the reliability of ionospheric information. The results can be used in basic geospace research, as well as to solve applied problems related to hardware, methodological and software issues of radar techniques for environmental research.
