The need to study the impact of financial determinants on the economic growth of territories in conditions of uncertainty is substantiated, it is proved that economic recovery (as well as the basis for the economic growth of socio-economic systems of different levels) will contribute to fiscal stability, financial sector stability, monetary and price stability. The evolution of the latest scientific views on the problems of economic growth of regions and territorial communities is studied, the factors of progress are determined in them. The main directions of the development of the modern theory of economic growth - socialization and endogenization, within which the expediency of forming a human-centric paradigm of economic growth is substantiated, which, in turn, actualizes the definition of its socially-oriented efficiency and analysis of welfare. To use welfare as the dominant economic growth of the country, the need to regulate social standards and state guarantees for certain groups (consumer, socio-infrastructural, social protection, financial, property) is substantiated. The theoretical bases of the behavioral economy are generalized and the expediency of their application in modern researches of regional and local development is substantiated. The psychological patterns of managerial decision-making at the local and regional levels are clarified. The essence of the financial behavior of households as a basis for the formation of the well-being of regions and territorial communities is revealed. A theoretical and methodological approach to the study of financial determinants of economic growth of regions and territorial communities has been developed.
