The purpose of the study is the formation of applied functional economic and legal approaches and mechanisms of state regulation and customs security of Ukraine. Research methods - historical and logical; scientific generalization; method of system approach; induction, deduction, comparison, systematization; analysis and synthesis; dialectical method; institutional method; method of unity of theory and practice; structural and dynamic analysis; analogies; correlation-regression analysis; economic and statistical methods. The results and their novelty - the conceptualization of customs security of the state. The conceptual apparatus is defined and the theoretical construction of the definition of "customs security" is offered. The institutional support of customs security of Ukraine is investigated and the stages of its formation are singled out. Fiscal and regulatory determinants of the security component of Ukraine's customs policy have been formed. Scientific and methodological approaches to the formation of customs policy imperatives are identified, taking into account effective foreign prototypes that will help increase customs security and increase international trade. The essential provisions of customs torts are characterized and their classification is carried out. Theoretical aspects of the functioning of customs crime in Ukraine and the world are determined. The normative-legal aspects of counteraction to violation of customs rules and smuggling are analyzed. The role of smuggling in the imbalances of the fiscal policy of Ukraine is determined. Scientific and theoretical approaches to substantiation of the newest conceptual basis of customs control implementation in the paradigm of customs security of the state are outlined.
