Aim: To develop a theory and a basis for technical implementation of the ultra-wideband passive-active radar for high-precision radar mapping of the ground surface in the "blind zone" (from ‒15° to +15° from the nadir) from high-speed aerospace carriers. The interim report for the second stage of work contains the basics of the theory of synthesis of ultra-wideband (UBW) radio technical systems of remote sensing of the earth in the survey area -15 ° to + 15 ° from the nadir, which is not traditionally inspected from aerospace carriers. The solution of the problem is performed in the time domain (formerly in the spectral one), which, despite the complexity of the analytical calculations, further expands the understanding of the method of active synthesis of the antenna aperture. Quasi-optimal algorithms for processing UBW space-time signals are substantiated, which due to the simplification of technical implementation will not significantly reduce the quality of radar image formation. The structural scheme of radar is developed and its simulation modeling is carried out. Considerable attention is paid to the choice of antenna placement geometry in order to achieve high spatial resolution. The necessary radio element base for technical realization of the basic knots and blocks of system is substantiated.
